Meet the Directors at Tonga Development Bank.
Ms Lorna Aloma Johansson – CHAIR OF THE BOARD
A proprietor and a business consultant who holds a Graduate Bachelor of Commerce (accounting & Management Studies from the University of Auckland , New Zealand. Ms Johansson is a Director of National Retirement Benefit Fund Board, a member of Public Service Tribunal and is the Honorary Consul of Sweden to Tonga. She also holds directorships and executives roles of various organisation in Tonga and is a Co-opted Council Member of University of the South Pacific. Ms Johansson was appointed to the role of director on the 25th of November 2022 and later appointed as Chair of the Board on the 25th of February 2025.
Mr Sione Tu’itavake Fonua – DIRECTOR
Sione Tu’itavake Fonua is a highly experienced legal professional with over three decades of practice as a barrister and solicitor across New Zealand and Tonga. He brings extensive expertise in litigation, corporate legal advisory, governance, and dispute resolution, contributing strong legal oversight and strategic guidance to the Board.
Mr. Fonua is the Principal of Fonua Law Limited, where he has advised corporate and individual clients on a broad range of legal matters including civil and commercial litigation, contract drafting and negotiation, employment disputes, property and estate matters, and regulatory compliance. His career includes early legal practice in Auckland, New Zealand, followed by long-standing leadership in private practice serving both domestic and international clients.
In addition to his legal practice, Mr. Fonua has held numerous governance and public service roles, including President of the Tonga Law Society, member of Tonga’s Constitutional Reform Commission, and Chair of the TASANOC Independent Tribunal. His broad experience spans health, community, sporting, and legal institutions, reflecting a strong commitment to professional integrity, good governance, and community service.
Mr. Fonua holds a LLB Honours from the University of London and has been admitted to practice by both the Law Society of New Zealand and the Law Society of Tonga.
Mrs Leta Havea-Kami – DIRECTOR
Leta Kami is an accomplished financial sector leader with over three decades of executive experience in banking, governance, and development finance across the Pacific region. She brings strong strategic leadership, risk oversight expertise, and extensive institutional knowledge to the Board of Tonga Development Bank.
Mrs. Kami previously served as Managing Director and Chief Executive Officer of Tonga Development Bank (2012–2020) and later as Chief Executive Officer of Group TDB (2020–2022), where she led the Bank’s transformation into a commercially focused institution while strengthening its development mandate. Her leadership delivered significant governance reforms, legislative amendments, digital innovation, and the expansion of modern banking products and services, including international remittance solutions and enhanced correspondent banking arrangements.
Throughout her executive career, she played a central role in strengthening institutional resilience, advancing financial inclusion, and building strategic partnerships with regional and international development agencies. Her expertise spans corporate governance, risk management, financial sector reform, and sustainable development financing.
In addition to her executive leadership roles, Mrs. Kami has served on numerous public and private sector boards and has contributed widely as a regional speaker and advisor on financial sector development and governance. She currently serves as Project Country Coordinator for Tonga under the Pacific Strengthening Correspondent Banking Relationships Project with the World Bank and the Pacific Islands Forum Secretariat, and as a member of Tonga’s Remuneration Authority.
Mrs. Kami holds a Master of Business Administration and a Bachelor of Arts in Business Economics from Willamette University, USA.
Mr Tevita Tonga – DIRECTOR
The Chief Executive Officer of the National Retirement Benefits Fund Board was the Alternate Director of the Tonga Development Bank since March 2021 and appointed as Director in June 2022, this made him the Director of the Company from June 2022. Mr. Tonga holds a Master of Commerce from The Australian National University, Canberra, Australia and Master of Professional Accounting from Victoria University of Wellington, New Zealand.
Mr Michael Anthony Bloomfield – DIRECTOR
The Chief Executive Officer of the Retirement Fund Board has been a Director of the Tonga Development Bank since June 2023 replacing colleague Mr. Kaho ‘o Vailahi ‘Ofa who is now RFB’s Alternate Director of the Bank’s Board of Directors. Mr. Bloomfield had held roles with the Government ministries before joining the Retirement Fund Board. He also serves as a Director on the Board of several other companies. Mr. Bloomfield holds a Bachelor of Business Studies from Massey University, Palmerston North, New Zealand.

Mrs ‘Emalu’isa Manarangi – Interim SECRETARY
The Board Secretary Mr Hasiloni Fungavai has retired on 31st March 2025. A job he held since 1st May 2017. Ms Emalu’isa Manarangi is currently the Interim Secretary.
